Promise Appeal The Harper College Promise Scholarship Program offers the opportunity to appeal eligibility determinations in the event of extraordinary circumstances. If the appeal is granted, the scholarship funds may be awarded retroactively; however, TSAC does not guarantee that a decision will be rendered prior to any institutional deadlines for tuition and fee payment.
